Maven's note: I wanted to get rid of the law terminalogy, penal codes and other jibberish phrases out of the way so that we can continue in the story without the reader loses interest and keep the attention fixed and flowing. You don't read something of which you have no clue what's it about.
Prologue
How is this for bullshit? No one ever closes the thoroughfare due to the death of an individual. You can still drive over the spot on which James Dean died, or Countess Vera Tolstoy, Frida Kahlo, Jack Nicholson (survived), Stephen King (also survived), Lisa “Left Eye” Lopez. You can drive over the spot “The worst drunk-driving accident in U.S. history occurred when Larry Mahoney, driving a Toyota pickup on the wrong side of Interstate 71 in northern Kentucky, hit a bus full of children from Radcliff First Assembly of God Church. 27 people died in the crash, 24 of them children or teenagers. Mahoney went to jail for eleven years”. That’s cold.
Death is tragic events, but stopping the flow of traffic is always (only in California) seen as a greater crime. Yes! You will be charged with a stupid Penal Codes VC (Vehicle Code) such as ‘Impeding Flow of Traffic’ or ‘Minimum Speed’ or ‘Speed Zero’. What does that all mean?
How can you slow an already slowed traffic? What’s the rush? There is an accident and roadblock. Are the traffickers missing their favorite-stupid shows such as “American Idols’ or ‘Dancing With The Stars’ that are not really stars or hot, roasted chicken? Aren’t those rushing-hyper-butt-heads who caused the accident in the first place and now you wanting other traffickers to rush and ram into another vehicle causing another fatal accident? What’s wrong with you, people? Isn’t it time that we should tax oxymoronic-stupidity instead of a cup of tea?

For an officer, it means a quota. But, what is quota? What is a goal? What is an objective? Getting a straight answer is difficult, and almost impossible, but that's what keeps investigative news organizations and Maven busy.
Most police departments would say, "Not us. No, sir. No way do we have quotas." Our favorite quote comes from the Brockton Police Department in Massachusetts: "No sir, we don't have quotas anymore. We used to have quotas, but now we're allowed to write as many tickets as we want."
I have looked into this question and found that an officer received a disciplinary transfer for not meeting his quota! That officer, obviously, was stuffing his face Dunkin Donuts and did not write enough tickets so he was punished. Was it really a quota, though, or was it a goal? A supervising officer doesn't believe that the words "goal" and "quota" mean the same thing. Is there a difference? You decide. But, in a State where everyone has a GDD (grammar and definition deficit), this shouldn’t be a case at all. What can you expect when you see a sign that says, ‘Rural Cemetery’? Do’h! As if we bury our dead in Royal Oak Avenue or Sunset Boulevard! Hell, we buried our Navy Admiral Grand Pa on Rodeo Drive which his monument later altered to a clothing store called Navy. How cute can it get?

- $100 fine
- 1 point, and expect slight premium increase with your insurance
- Yes, case specific, but one offense per eighteen months may be masked from public view if completing traffic school, (After twenty years or so being driving back to traffic school, dumb-ass) and paying a $50 fee.
- License suspension reinstatement automatically requires administrative hearing.
- One (1) point offenses remain on record for three (3) years, two (2) point offenses remain on record for seven (7) years.
Whoa! All that for driving 5 miles under the speed limit? Yes, sir!
The sons of bitches, those policy and law makers, turned this into a Federal Case. Why didn’t you just ask me to strap myself with explosives and Kamikaze the living hell out of Bin Laden? That’d be a lot easier, wouldn’t it?
Jump back to the officer : If you move your Dunkin Donuts ass, Mr Officer, we could all expedite the traffic motion. It’s you, your fascist-donut-ass that is slowing the traffic. Butt-head!
How about if we add the illegal income of a police officer? See, I used politically correct-fancy words! Illegal income? Fuck that! How about organized crime? Rotten, dirty cop cutting a deal with a towing company? A cut from the Police Auctioned cars! A million dollar industry! Now, we’re talking!
Hold your breath! All will make sense when we’re done with this bunch of dipshits!
